This is where a mare comes into estrus ("heat") for a couple of days than goes out without ovulating only to come back into estrus a couple of days later - often ovulating on the second portion of the estrus.
Cause is somewhat unclear, but may be as a result of the mare being in transitional stage, or having hormonal issues. If the mare ovulates and is bred at the right time, then conception is possible. Obviously if she doesn't ovulate (or isn't bred) it's not.
