I think it varies ALOT depending on where you live, but in Northwest Arkansas it cost about $350, if your mare is 'clean'. My mare was at the clinic for 4 days and that was $70, the US was $120, HCG was $20. the actual charge for just putting the semen in the mare was $100. My vet also sent the Equitainer back for me so that was $40. BUT, like I said, it varies GREATLY in different regions.
About the requirement of a vet, it does require alot of skill to monitor the mare and time her ovulation. I took a course with Jos, so I technically know how to do it, but depending on the stud fee of the stallion, I probably wouldn't try it myself. In fact, the contract for Shiner said it had to be done by a licensed vet. It all just depends on what you want and how exact you want to be
It sounds like what you paid would be about what some stallions stud fees are. I actually thought it would be more expensive, but maybe here it would be. It certainly gives one a lot more options though!
