How can I teach my stallion when it is not appropriate to drop?
He is very good but, has a high libido so he tends to get excited easily. I have been pretty successful in teaching him not to "talk" when he is not supposed to. The problem is that he sometimes drops when I am leading him around mares in heat or strange horses in strange places (ie,shows).
He is still quiet and doesn't get pushy (he'll still back up when I tell him too, put his head down, halt, trot, turn etc..).

Does anyone have any advice to show him that it is appropriate?

I would also be interested in an answer for this question. I have a stallion that is like Rudy's, very easy to handle and quite a good boy but does drop inappropriately. He'll do it when I'm grooming him or even if I'm cleaning his stall. He doesn't get aggressive or anything, will just stand in the corner but I would like to teach him it's not ok to drop whenever he feels like it.

I tap them on the barrel and tell them to "put it up". If they continue, I spray the penis and testicles with ice cold water ( from a spray bottle ). That usually gets their attention.

I have had some that I actually had to manually smack on the penis. Now, let me be clear, I did not injure them. After they "put it up" I stroked their sides and under belly until they were at ease again. After all, we do want to be able to touch and clean the penis with no adverse affects.

We also were told (and trained our first stallion this way) to use differnt equiptment while breeding verses showing him off to viewers, working in the lunge ring etc. This way they know that it is only expected for him to use this function of his body while in wearing certian leads/lunge lines, halters and things of that nature. It works very well.

If I'm grooming and he drops (he'll sometimes do it during a scritchie session too) I tend to just take it as a good sign that he's relaxed and ignore it. It's never really a sexual thing, more one of relaxation and as a result I don't feel inclined to tell him when he shouldn't drop. He'll often belly slap as well in the same circumstances and I don't take any notice of that either.
