I have done a little bit of research on the old posting, but I wanted to be sure that nothing has changed as far as any restrictions. Is it correct that there are currently no restrictions to shipping semen from the US to Canada? Is it correct that PST &GST taxes need to be paid at customs and that the consumer in Canada pays these taxes on the Stud Fee only? Is the customs form the same one that someone would fill out if it was a person crossing the border?
You are correct in your belief that there are no veterinary restrictions on semen imported to Canada that is of US origin (and being imported from the US).
You are also correct in that the GST/PST/HST (depending upon where it is going) needs to be paid on the value of the stud fee for the first shipment to a mare only. Keep the receipt for that payment and if another shipment is required for the same mare one should not have to pay the taxes again (or can reclaim them).
If you are shipping by courier, the international shipping form carries a Customs declaration that server the purpose, but it may be beneficial to have a "commercial invoice" also - talk to the courier company that you are using to determine their requirements. If the semen is being carried across the border by hand, the Customs officers at the import point will be able to provide the requisite forms.
