I recently had a large clinic ship frozen semen back to a stallion owner when we decided my mare was not the best frozen candidate. The semen arrived back to the owner thawed because the vet clinic did not recharge the shipper. Is this normal? Should they have been responsible to recharge the shipper?

yes they should have recharged it. Most stallion owners will not accept unused doses back because they can no longer guarantee that it was kept cold enough. If it does come back, it could only be used for the same mare owner again, at their risk. at least that is what we do.
