I have been contacted by a person in Canada, that wants us to ship semen to her. I have shipped in the US, but never out of the country. What regulations ect. are there, and where can I get this info. She wants it possibly next week. Thank you

There are no restrictions on shipping US origin horse semen to Canada from a health perspective (it is however illegal to ship, say, European stallion semen that has been imported to the US to Canada). In other words you do not need any health papers (note that in the event of an outbreak of a communicable disease in any area that can change but there is no restriction currently in place).
You do however need to check and complete some other things:
How is the semen going to be shipped? Not all parts of Canada are serviced by "next day" courier deliveries, and if you do not have "verified known shipper" status you will not be able to ship by air (sounter-to-counter).
You need to complete Customs declarations showing the value of the semen (i.e. the Stud Fee), recipient, sender, etc.
There will be a tax payable upon importation of the first semen shipment. This will have to be paid before the semen is released. The rate will be between 7% and 15% depending upon where the shipment is being sent. Note that lying about the value of the semen in order to obtain a lower tax cost may result in the shipment being siezed or held for independent valuation (of which the cost is borne by the shipper/recipient).
It's not hard to get the shipment to Canada successfully, but you do need to check the transportation method, all the Customs paperwork maust be correctly completed, and taxes paid etc.
