If we are collecting within the same hour as inseminating should we be extending and cooling the semen or have the mare ready and rush the raw semen into the mare as is.

Use of an extender containing an antibiotic is always recommended, although raw semen is often inseminated. The longer the delay before insemination, the more sperm will die with unextended semen due to seminal plasma toxicity. Use of an extender buffers that toxicity. With some stallions, sperm death can be absolute within 30 minutes (or less) in unextended semen.
As long as ambient temperatures are not high or low (less than 70° F or more than 98° F) cooling is not necessary. Outside those parameters, it should either be cooled, or maintained within that range.
