Managing a mare who doesn't grow a winter coat

I have an 8 year old Purebred Arabian mare who is due to foal in March 2018. This mare does not and never has grown a winter coat. She has the same coat now as she had in July. I've tried more than once to get her to grow hair by leaving her without a blanket, she just stands and shivers. She's the only horse I've ever owned that I bought a blanket for as a yearling.

I'm looking for recommendations on the best, safest, way to keep her warm when it comes time for her to foal. I don't really want to have to blanket her after, I can, but don't want to. Do I use a heat lamp or what else works? She is in a barn, but it can still get down below freezing at night until mid to late April.

Her dam would always go at least 350 days so I'm actually hoping he follows that pattern as it would put her closer to the beginning of April, but it can still be cold here then. And of course she's a maiden mare so all bets are off.
