Fertility issues?

I have an 18 year old Section A Welsh pony stallion that I bought a year and a half ago. We have been breeding him to three mares (2 maidens and one that has had 4 foals) this year, all 15.1 hh or taller and none are pregnant.

My vet feels like maybe he isn't getting semen through the cervix due to the size difference. We have bred mares and stallions with this size difference in the past with excellent success so I am having a hard time believing that is the issue.

So now we are wondering about fertility. We have tried to collect him and so far his ejaculate doesn't seem quite right. He has basically no gel and sometimes doesn't ejaculate anything to speak of but there is some "foamy" fluid in the AV but still no gel. In appearances it is clearer than other ejaculate I have seen. When viewed under a microscope there are sperm but not a lot and even less that are moving.

So we are thinking he just doesn't like the AV (Missouri style and we have tried multiple temperatures). So we thought we would try and collect some of the fluid after he breeds a mare. So far we have tried this 3 times and there has been absolutely nothing. Now throughout this spring there have been times that I have noticed fluid after but I can't say how often and never checked it because at the time we weren't concerned.

Is it possible he is not always ejaculating or only sometimes "fully" ejaculating? What could cause the lack of gel and fluid in general? Any advice would be great. I have been scouring the Internet and not really finding anything that quite matches. I have a call in to my vet and waiting a call back but I figure the more questions and possibilities I have the better!

I should note he has a high libido, and is always willing to try, even multiple times. Has no issues with getting or keeping an ereaction and everything appears normal when covering a mare or being collected. He is not in any noticeable pain.
